[Building Sakai] webDAV & copyright status

Hi!

And greetings from a pretty cold Stockholm.

This is probably superfluous, and Adam has already beaten me to it, but 
any reference to a given country's codes on copyright is going to be 
partially or totally irrelevant or misleading in other countries. A 
general statement that can fit all would be better, or a slot for each 
country's SAKAI institutions to add their own (various?) 
disclaimers/warnings/reminders.
