[Building Sakai] Release: Kernel 1.1.0-beta07

Kernel 1.1.0-beta07 is the latest in the 1.1 series of kernels aimed at
the upcoming 2.7 release and beyond.  The release addresses 1 issue - a
potential resource leak in the SqlService:
