[Building Sakai] Tests & Quizzes: Create Assessments Gives Gradebook Not Deployed Properly Warning

Hello All,

We are getting ready to deploy a pilot of Sakai 2.6.x and are encountering the following issue:

Tests & Quizzes -> Assessments -> Create gives the message 'Warning: Gradebook has not been deployed properly. ....'

Tests & Quizzes -> Assessments -> Quick Create gives us an error message starting with:
org.sakaiproject.portal.api.PortalHandlerException: org.sakaiproject.tool.api.ToolException: java.lang.NullPointerException
    at org.sakaiproject.portal.charon.handlers.ToolHandler.doPost(ToolHandler.java:70)

This operation works fine for us on VMs with a MySQL database but the errors occur when we switched over to the production hardware which is using an Oracle database.  No migration was involved.  The Oracle db was created during the initial startup of Sakai on this hardware.

I see mention of this problem in SAK-16281 but the resolution is Cannot Reproduce.

Can anyone give me any insight as to what needs to be done?  This is a show-stopper for us until it can be resolved.
