[Building Sakai] Clean Install Compilation Error

Hello All,
I have a system that I am trying to install Sakai 2.6.0 on to match another server we already have running.  I'm using all of the same versions of tomcat,maven, and svn that worked building the other server however on this system I receive the following error when building the chat-tool:

[INFO] Compilation failure
C:\sakai-2.6.0\chat\chat-tool\tool\src\java\org\sakaiproject\chat2\tool\ChatDeli
very.java:[26,31] package org.apache.commons.lang does not exist



C:\sakai-2.6.0\chat\chat-tool\tool\src\java\org\sakaiproject\chat2\tool\ChatDeli

Any help you can provide I would greatly appreciate it.
