[Building Sakai] Roster tool name column

I'm looking at an instance of Sakai 2.6 in which the Name column of the
Roster tool is populated with "First Last".
Where does that name information come from? I want it to read "Last, First"
for sorting purposes.

I am anticipating that this has something to do with LDAP information, as
the "local" accounts have the proper formatting and sorting in Roster.
