[Building Sakai] Sakai 2.7.1 responsiveness

Actually this is using the latest nightly of MsgCntr as of Dec. 10th.  I
knew about the performance issues so I built 2.7.1 with the nightly.  I
used the following to grab the code:

This second graph shows the same server but for the last 6 hours.
Interestingly we restarted Sakai at around 15:45, and Forums seems to
have doubled in rendering time.


I highly recommend running MsgCntr 2.7.2 or the latest code from MsgCntr
2.7.x. There are a number of performance issues with large
installations. Many of these issues are tracked under this parent JIRA:
