[Building Sakai] Sub-site Schedules

We have asked Jaques to make this change.  Basically we're using the
scheduling/calendar tool to schedule meetings in all branches, for all
constituencies, for all regions, for all provinces in the country.  We want
anyone with membership of the national group to automatically see all
schedule meetings in all of the sub sites, and for example, for a member of
a constituency group to see all events in the sites of the branches that
belong to it.
