[Building Sakai] Sitestats Admin Problem

Hi,
We are still experiencing the problem where if a user is linked to Sitestats admin and he click on a course site to get a Sitestats overview of that site, the error "You are not authorized to use this tool. " is displayed.
According to http://confluence.sakaiproject.org/display/STAT/Installation+Guide
The user should be able to see it:
7.1. Setup tool permissions

 1.  Startup tomcat if not started yet
 2.  Setup tool permissions for the maintain and Instructor role on the !site.template and !site.template.course templates:
    *   Click Realm
    *   Click !site.template
    *   Click Role Id - maintain
    *   Check:
*        sitestats.view box to grant an user permission to the SiteStats tool
*        sitestats.admin.view box to grant an user permission to the SiteStats Admin tool

    *   Click the Done Button
    *   Repeat for the Instructor role on the !site.template.course realm
    *   Repeat for the realms of existing sites or use a script for the effect
Note: the SiteStats Admin tool allow to view statistics for any Sakai site

All the above steps was followed and it still not working.  Can someone please assist; we must be missing something somewhere.
