[Building Sakai] Sakai contrib BBB

[Qu, Yuanhua]

I have installed contrib tool bbb-1.0.2 on sakai 2.6.2 and upgraded entitybroker to 1.3.9 version and restart the server.  It all went well.  I added the tool on a site and checked all the bbb.* permissions for that site using the realm tool for site maintainer.  But as site maintainer, I still only see

"You are not authorized to use this tool"

What did I missing or went wrong?  Appreciate any help.
