[Building Sakai] [sakai2-tcc] Remove axis2 for 2.8

Thanks for the ping, Alan -- since the conference I've been so deeply 
plunged into Sakai 3 that this conversation was completely knocked out 
of my head! This is from the email I sent at the time:

The "wsrp" project was dropped between 2.1 and 2.2. The one surviving 
bit was the Java class org.sakaiproject.util.RemoteHostFilter, which got 
relocated to Kernel 1 along with other "util" classes. That class is 
referred to by two other projects still in trunk, "webservices/axis" and 
"webservices/axis2", although I see that Axis 2 is due to be dropped:

It looks as though "webservices/axis" has a number of problems, but I 
know that plenty of schools depend on the module:
