[Building Sakai] Message service cache?

Hi All,

Another follow up on caches that are off by default. There is a cache in
BaseMessage service that is off by defualt, one can activate it by
adding something like:

caching at org.sakaiproject.announcement.api.AnnouncementService=true

to sakai properties, doing this to any bean who's class extends
BaseMessageService will do this so I presume the same will work for
emailArchive and other classes.

Does anyone know why this is off by default? Does anyone switch this on
in production?
