[Building Sakai] Announcements Email Notification Preferences

Hi,

I'm trying to track down the particular code where Announcements checks a users notification preferences for low priority announcements before it sends an email?

We are looking to implement a fourth option in user Preferences under Announcement notifications.  This option will be to stop not only low priority notifications but high priority as well (essentially stop all Announcement notifications).

Any help with this would be much appreciated.
