[Building Sakai] Change the filesize conversion to false

Hi All,

Like to get the community's  vies on changing the
content.filesizeColumnReady to true by default. This will by default
turn off the conversion code in ContentHosting to check that the
filesize column is populated. This code was introduced in 2.3 so most
schools should have moved already and there is a significant overhead to
running this code see:

content.filesizeColumnReady=true
