[Building Sakai] Title becomes some unreadable codes when i use the web content tool?

I have confirmed this is an issue and created the following JIRA to track this:
http://jira.sakaiproject.org/browse/SAK-18388
This affects 2.5 onwards. A quick workaround is to edit the tool title via Page Order and add the proper characters back in.
