[Building Sakai] Title becomes some unreadable codes when i use the web content tool?

Hi,
   When i use the web content tool to create alink to some website, the
title i typed with *Chinese* will become some unreadable codes. Is it a
bug?or i need some configurations?

   Tomcat 5.5.27 (utf-8 configured for the connector)
   Sakai 2.6.2
   MySql 5
