[Building Sakai] Upgrading maven version to 2.0.10

Hi All,

This has come up before and IMHO is much overdue. Can we update our
required version of maven to at least 2.0.10 (the latest stable in the
2.0 series). The 2.0.6 version has a number of bugs that are extremely
time consuming to work around.

I understand that previous objection revolved around versions available
on the mac and counter arguments that it wasn't that hard to upgrade ;-)
