Have you already looked in the current index.html and  
create_new_account.html?
https://source.sakaiproject.org/svn/ux/branches/K2-Sling/uxportal/src/main/webapp/index.html

Those files are currently using the i18n functionality.

other useful files/folders:
  /dev/_lib/Sakai Util/i18n.js
  /dev/_bundle/ (contains all the properties files)
  /dev/_configuration/languages.json (list of languages)
