[Building Sakai] How can I take out the portfolio tools since we are not using them?

I think mini is rather broken in the dependencies it deploys and  
hasn't worked for quite a while (we should probably remove it from the  
top level POM). The one that I tend to use is  the framework build.

mvn -Pframework install sakai:deploy
