[Building Sakai] Link from one tool to another

Right up front, this is one of the key reasons for Sakai III it does this
very well, Sakai II, not so much
For now, ( V - II) it depends on the tool, resources are the easiest to link
to, you just navigate to the required resource, copy the URL, and voila,
you¹re ( pretty much ) done.
That¹s where I started with this.
