Converting the sakai db tables that used the latin1 character set to
UTF8 did fix the problem.
I dumped the SST* tables and imported them to a new, temporary db on a
test box. Then I ran this script:

which converted the data. I dropped the original tables and reimported
my shiny new ones on the prod box.
