[Building Sakai] Subversion upgrade

Hi Lance,

I did a quick, check-in checkout check and all worked correctly. More
importantly I checked a function of the maven release plugin
(release:branch) that I have never got to work on our current svn and it
worked fine.

For the record I tested with:
mvn release:branch -DautoVersionSubmodules=true
-DbranchName=SAK-Something -DupdateBranchVersions=true
-DupdateWorkingCopyVersions=false

on the emailtmplate service having updated the scm info in the base pom
of that project
