[Building Sakai] 2.6 webservice call ; 403 error

You might want to lock that down a bit, tho -- webservices.allow is a
cmoma-separated regex specifying IP addresses that are allowed to
connect. Everyone else is bounced at the door.

E.g.
webservices.allow = 127\.0\.0\.1,192\.168\.[3,6]\.\d+,1\.2\.3\.4
