[Building Sakai] Assignment Upload All with foreign characters

Hi all,

What are the odds of giving this patch [1] some testing time to be 
merged for 2.7, and even 2.6.x?

Has anyone else experienced this issue? When it happens, we have a very 
frustrated instructor, and a very tedious task of finding the bad file 
to delete from the archive.
