[Building Sakai] FCK edit & resources and protected tags

We're getting compaints from users about FCK ripping out everything before the <body> tag when editing an HTML page in resources. In nearly all other situations in Sakai, FCK genuninely is used for editing a page fragment but in resources FCK is actually editing a whole page. FCK runs off a configuration file so two could be provided and the appropiate one loaded depending on which tool one is within.

Has anybody looked into to providing 2 such configurations - one for resources and one for everywhere else?
