[Building Sakai] Sakai_locks table

I just want to make sure that I¹m remembering how this works correctly...the
stuff in the sakai_locks table isn¹t meant for any sort of long-term
locking, is it?
I¹ve got a handful of old records in there and I want to make sure there
isn¹t any harm in removing them...

As you can see some from 2006 and 2007!  Junk that can be removed?
The main reason why I ask is that I see a constraint violation for that
table every now and then when the mail digester runs and also on startup
when doing something with collections.
