[Building Sakai] 2.6 webservice call ; 403 error

webservices.allowlogin = true
webservices.allow = .*

will return you to 2.5 behaviour.

I upgraded my 2.5 box to 2.6.
I'm getting a 403 - Forbidden error when I attempt to do SOAP calls.
 
Looks like Tomcat / Apache(?) is stopping me from getting to /sakai-axis/SakaiLogin.jws?wsdl
 
Did I miss a configuration step somewhere ?
