Hi Angel,

The note is there to suggest best practice since students would expect  
to see feedback for the latest submission. If an instructor selects  
grading option of 'Record the highest score,' then students may or may  
not see feedback for the submission that they just submitted, which  
may be confusing to them.
The Stanford team worked with Raul Lopez at UPV on a spec that I  
believe was developed locally for UPV but has not been committed to  
the Sakai trunk - it's currently slated for Sakai 2.7.  The spec was  
for a new feature that allows students to view all submissions http://jira.sakaiproject.org/browse/SAK-15073 
.
Once this feature is available, then the explanatory note under  
settings will no longer be necessary.
