[Building Sakai] KNL-217: move kernel-util Tool to impl

Hi All, 

A while back the review of the contents of kernel-util showed up one class that should probably be in kernel-impl rather than util. This is: 

org.sakaiproject.util.Tool 

The class is actually the implementation of the tool interface and I can find no place in the code that would need this in utils (bar SAK-1663 which is clearly a bug). Can anyone think of a good reason why this class should not be moved to kernel-impl?
