[Building Sakai] Proposal: Include virus scaning in Sakai kernel

Hi All,

I'd like to suggest we include the rSmart virus scanning module in the
1.1 series of kernels aimed at 2.7 and beyond. The code can be found at:
https://source.sakaiproject.org/contrib//rsmart/antivirus/

This is a lightweight module that is deactivated by default (a Sakai
property is needed to turn it on). Approximately 20 rSmart clients use
this feature.
