[Building Sakai] Tests and Quizzes Copy Shared Pool

Can a user who has been granted permission to share a question pool copy
that to a pool he owns outright? I am having issues copying pools owned
by other but have shared access to. Copying just creates an empty
subpool, does anyone else have this issue in 2.6?
