[Building Sakai] html in the sakai properties file / RSF issue

With 2.5 we had HTML code in the sakai properties file - this was the text that sits by the 2 input boxes on the "add participants" page in Site Info. 

With the move to RSF in 2.6, this HTML code is now escaped so the <a ...> is changed to &lt;aq ...&gt; and the HTML raw code is displayed in all its glory on the page.

Is there a way we can stop the HTML being escaped by the RFS engine?
