[Building Sakai] Warning: required maven version increment: 2.0.10

Hi All,

As discussed earlier we will be incrementing the required version of
maven 2 to 2.0.10. This allows us to exclude a range of know issues and
allows us some extra functionality (like importing dependencies). Chris
is updating the nightly builds and I will update the poms on Monday
morning at 09:00 (SASTS GMT+2)
