[Building Sakai] Commons/Privacy bundle updates

Greetings,

As discussed earlier, in an effort to rationalise dependencies, we  
have now moved the Privacy service into the Common bundle (in trunk).  
All dependencies on the sakai-privacy-api artifact have been updated  
(ie msgcntr, presence, roster etc) in trunk as of SVN revision 67073.
