[Building Sakai] Wiki changes

Spurred by http://jira.sakaiproject.org/browse/SAK-16687, we at Michigan
decided to do some work on the UI of the sakai-wiki (rwiki). This work is
detailed in an attachment to SAK-16866, and can also be examined at:

http://garden.dmc.dc.umich.edu/portal (admin/admin)

This work has been carried out in a rWiki branch (SAK-16866) We think we are
at the point where we would like to merge the branch back into trunk.

Michigan has been committed for a while to work on rWiki and is committed to
maintain and fix it.
