[Building Sakai] Master pom: removing myfaces.zones.apache.org repo reference

Any objection to commenting out/removing the myfaces.zones.apache.org  
repo reference in the master pom?  I checked the Apache network and  
it's nowhere to be seen.  Excluding it should speed up the builds a  
wee bit.

Forbidden

You don't have permission to access /dist/maven-repository on this  
server.

Additionally, a 403 Forbidden error was encountered while trying to  
use an ErrorDocument to handle the request.
