[Building Sakai] [Management] Working toward a Message and Forums Release

Hi Megan,

In our local mSub implementation we were looking at pulling in many of  
these changes into Forums anyway, so this is a very welcome addition. +1
Will you be able to provide a full patch for all changes since there  
are several tasks? Or is this the patch you mention in your email below?
