[Building Sakai] can resources in new My Worksite's be made to contain default folders?

What we want to do is place a folder called 'public' in everybody's My
Worksite. This folder would be set to be publicly visible. We were hoping
that if we set this up in the !user site, then the folders would be copied
but this doesn't seem to work.

Has anybody done this?
