[Building Sakai] [Deploying Sakai] Converting Oracle LONGs to LOBs?

IU uses CLOBs and BLOBs with no additional changes.  I believe that we made
the change at the very beginning and didn¹t have any conversion, but I might
be mistaken.  I can check with our DBAs to confirm that statement!
