[Building Sakai] cannot update or remove a file, throwing a PermissionException

Hi All,

We ran into a problem where we could not update a new version or remove 
a certain file from Resources.

Alert: You do not have permission to change this item.

Catalina.out would have:

WARN: PermissionException org.sakaiproject.exception.PermissionException

I've tried as myself (with admin rights). No good.

The file is an folder. I can upload new files to that folder with no 
problems. It's just this one file.

Any ideas?
