[Building Sakai] Mailtool for 2.6

Mailsender has 2 build profiles now to control which mail service is
used (internal vs. external).  I need to review the code in kernel to
see if this is still a plausible setup.  The hope is to move
completely away from the internal mail service but this will cut out
anyone that is not on a kernel based build or has atleast the needed
patches for email service.
