[Building Sakai] subversion clients and "svn:eol-style" redux

Hello,

Back in December 2007, I noticed that a bunch of files committed 
to the 2.4.x and trunk branches lacked the proper setting for the 
"svn:eol-style" Subversion property (if it had it at all). At the 
time about 1400 2.4.x files and 1700 trunk files were affected. 
In addition, I proposed that a proper setting for ".metaprops" 
files be added to the de facto "Sakai" subversion client config 
file:

https://source.sakaiproject.org/svn/trunk/svn/config

This, of course, never happened and the files were never fixed 
despite this Jira item being created:

Well, I decided to do another study on the various "current" 
branches (2.4.x, 2.5.x, 2.6.x, trunk, K1 trunk). You can see the 
results (and the ones from 2007) here:

Once again, my (rough) analysis reveals the need for an update to 
the svn config file to add the proper setings for ".metaprops" 
files. In addition, committers of ".properties", ".java", ".xml", 
and ."sql" files are NOT using the de facto config file across 
various versions of Sakai. Sakai trunk and 2.6.x seem rife with 
files lacking a "svn:eol-style" property.

I am not sure where the community wnts to go from here, but if 
you aren't using the de facto config, you should be.
