Angela,

Up to 2.6 you will find these in

src:
    /portal/portal-charon/charon/src/webapp/styles/portalstyles.css

tomcat:
    /portal/styles/portalstyles.css

In trunk and for 2.7 the PDA css is skin specific and lives at

src:
    /reference/library/src/webapp/skin/{skin name}/pda.css

But in order for this to work the patches at:

    http://bugs.sakaiproject.org/jira/browse/SAK-14827

Need to be reviewed and committed.
