[Building Sakai] Description of table SAKAI_EVENT

NULL in the REF field is because the event has occurred in a place  
that doesn't need/have a location. ie user.login and user.logout

The ~localhost~admin in the SESSION_ID field I'm not sure of. Presume  
it's events being triggered by the admin user. Seems inconsistent  
though.
