A project I did last year was temporarily derailed by a Tomcat 2.5.23  
bug. It was this one:
https://issues.apache.org/bugzilla/show_bug.cgi?id=44494

This particular issue did not affect the code in Sakai itself, but it  
did affect the custom code we were developing.

Ask your hosting company to look at http://tomcat.apache.org/tomcat-5.5-doc/changelog.html 
  and tell you how many of the bugs that have been fixed since 5.5.23  
they are "comfortable" with. I'm being sarcastic of course. What they  
are proposing doesn't make any sense.
