[Building Sakai] problem uploading .url files via webdav.

I'm connecting sakai to a data server have made a java ap to spider the
server and create directories and links to the server content via
webdav..problem is the .url links don't work from within resources, if you
click them they have to be downloaded and then they are working .url links.
Any ideas on this?
