[Building Sakai] External windows in wewb-content - how is it done ?

Hi -

   I am trying to think of a way I can modify Linktool so the linked 
external application
appears in a separate window instead of the sakai frame.  Making it 
appear in a separate
tab would be even better, but that might be asking tooo much, given the 
state of standardization
of tabbed browsing in javascript.  I noticed that the web-content tool 
appears to do this, and it
doesn't look like it's triggering my popup blocker.  Could anybody who 
knows tell me how
web-cxon tent does this, and perhaps refer me to an illustrative part of 
the code ?  I notice that
web-content uses a part of the portal itself, but I'm having trouble 
tracing this.
