Alternatively, you could change the dependency to read like this:
        <dependency>
            <groupId>org.sakaiproject</groupId>
            <artifactId>sakai-jsp-adapter</artifactId>
            <version>0.8-M2</version>
            <scope>runtime</scope>
            <exclusions>
                <exclusion>
                    <groupId>org.sakaiproject</groupId>
                    <artifactId>sakai-tool-api</artifactId>
                </exclusion>
            </exclusions>
        </dependency>

I can do a new release of that jar as well but the best solution for
now is to just make that change.
