[Building Sakai] Import sites API question and advice sought

I want to design a web service to replicate the Copy (or Import) Site
functionality on the UI, which specifically:

- Allows multiple sites to be imported into one site
- Allow select tools to be imported from various sites
- Allow tool content (and configuration) to be imported from existing sites
into the target site as well

What APIs can I look at it Sakai that accomplish this? Is there a work flow
already for this?

I would like to design a web service that accomplishes this to reuse our
Tool (Content) libraries.

This is a very important requirement for us at U of Michigan.

Any help or advice will be appreciated.
