I think there's more to it than that. I think the implicit idea is
that the RM team won't really exist or be adequate to its purpose
until it *does* have the input of at least a branch manager. Since a
branch manager has to be recruited from the community and get the
support of their management, I think this can be an important step in
asserting that the community is ready to tackle a new release. That
kind of community leadership needs to be at the table (at a minimum;
it's of course also true that we need broader participation) before
things get rolling.

Yes, that will be crucial. This should not be an exercise where you
have to be on a phone call to see what's going on or weigh in with
your views.
