[Building Sakai] Sakai Web Service addToolToPage not adding Tool

Sorry for the typo, I am using addNewToolToPage web service.

I see success response at the end of the call as shown, but I don't see the
tool showing up as a feature on the UI for that page. I also looked up in
the tool table and see no tool entries for the page I just added.

I am able to see the page I added using the page adding web service.

I am also able to see the pages and tools, both on the UI and in the
database when I use the copy site web service.
Is it something to do with the Tool ID? I am using the Tool ID for an
existing tool.
